It was established in 2011 by Jay Starkman and is headquartered in Fort Lauderdale, FL. It is a CPEO as it is certified, but not endorsed, by the IRS and is also certified by the Employer Services Assurance Corporation (ESAC). Their PEO services include payroll, tax administration, employee benefits, compliance, training, workers' compensation, risk management, integrated technology, and other HR services. In order to generate value for their shared clients, Engage PEO prioritizes collaborations with brokers and agents as part of its distinctive approach to HR delivery. The business has seen substantial expansion and achievement, such as being ranked the 127th fastest-growing private company in the nation in 2016 by Inc. Magazine. They do not share specific service plans or pricing on their website, so prospective clients have to submit a form to be contacted. 

Paychex acquired Oasis Outsourcing in 2018 for $1.2 billion in cash. Oasis Outsourcing was an ESAC-accredited human resources services company based in Florida that offered services in human resources, employee benefits, and payroll processing. The acquisition was about building revenue, and Paychex aimed to grow its human resource outsourcing capability and extend its technology to a new client base as part of the acquisition. While Oasis initially operated as its own entity, it is now fully part of the Paychex brand as one of the available solutions in "Paychex HR."
