Dario Amodei, CEO of AI company Anthropic, issued a stark warning Wednesday that artificial intelligence could trigger lasting, widespread job loss — and that governments may need to implement a universal basic income (UBI) to cushion workers from the fallout.

In a sweeping 20,000-word policy essay titled “Policy on the AI Exponential,” Amodei said there’s a “decent possibility” that AI will cause significant enduring job displacement, describing it as potentially “an intrinsic property of the technology” due to its ability to broadly replicate human cognition.

A Structural Risk, Not Temporary Disruption

Amodei distinguished AI’s impact from that of past technological shifts, arguing that displaced workers may not be able to transition into new sectors as they did before. He previously warned that AI could eliminate half of entry-level white-collar jobs and push unemployment to 10–20% within five years.

“I’m not trying to be a ‘prophet of doom,’” Amodei wrote. “I want both policymakers and the private sector to have the best chance to adapt and respond.”

Two-Pronged Policy Response

Amodei outlined a dual strategy:

“If displacement proves large and permanent, mechanisms such as universal basic income could be necessary,” he wrote.
$200 Million Research Fund Announced

Alongside the essay, Anthropic announced an initial $200 million investment in an Economic Futures Research Fund to support research trials and policy evaluations on AI’s economic impact.
Scant details were available about the fund, but Anthropic said it will back “program evaluation” on policies it deems promising, including UBI and other public support mechanisms.

Recalibration from Earlier Optimism

The essay marks a notable shift for Amodei, who in late May suggested automation could expand rather than eliminate work. At that time, he told an audience that automating 90% of a job might simply let workers focus on the remaining 10% at greater productivity. His new essay doesn’t reject that framing but places considerably more weight on the possibility that such optimism may not hold.

Amodei’s warning comes as economists increasingly recognize AI’s potential to disrupt the job market, with many anticipating either modest growth or, in a severe scenario, accelerated growth alongside heightened inequality and the loss of millions of jobs.
